Create Your NOC Free, Then Record It With the Miami-Dade Clerk

Create your Miami-Dade Notice of Commencement form from a folio number or property address. Swift E-Recording’s generator fills in the owner and legal description and produces a PDF ready for signature and notarization. Create a free account to generate your NOC, then eRecord it with the Miami-Dade Clerk.

A Notice of Commencement (NOC) must be recorded with the Miami-Dade County Clerk of the Court and Comptroller before most construction projects begin, as required under Florida Statute 713.13. It creates a public record of the property, owner, and contractor involved in the project, and protects owners from paying twice if a subcontractor or supplier goes unpaid.

Miami-Dade handles one of the highest recording volumes of any county in Florida, and in-person filing at the Justice Center downtown can mean long lines and lost time on a job that’s ready to start. Swift E-Recording submits your Notice of Commencement electronically through an approved eRecording vendor, so you get a recorded copy back without the trip downtown.

What a Notice of Commencement Does

A Notice of Commencement puts your project on the public record and establishes when work began. It identifies the property, the owner or lessee, the contractor, the lender if there is one, the surety if a payment bond applies, and the person designated to receive notices.

For the owner, a properly recorded NOC preserves protection under the Construction Lien Law and limits exposure to paying twice for the same improvement. For the contractor, the recorded NOC is a permit prerequisite, and the certified copy posted at the site is what allows the first inspection to move forward.

Before You Fill Out the Form

Two pieces of information come from the Miami-Dade County Property Appraiser rather than from your job file:

Folio number, shown on the form as Tax Folio No.: Miami-Dade’s 13-digit parcel identifier, required at the top of the form alongside the state and county.

Legal description: Lot, block, and subdivision with the plat book and page, or section, township, and range, plus the complete property address.

Both are available on the Property Appraiser’s property search at miamidadepa.gov. If the legal description runs long, attach it on a separate page and note on the form that the legal description is attached.
