If the County rejects a document, Swift-E provides resubmission of that document at no additional service fee. The allowance covers the first, second, and third rejection of the same document. Beginning with the submission that follows a third rejection — that is, the fourth transmission of the document — the standard Swift-E service fee applies and the document is charged as a new submission. When a new service fee is charged under this paragraph, the allowance resets, and the first, second, and third rejections of that newly charged submission are again resubmitted at no additional service fee.
For clarity, the counting of the allowance operates as follows:
| Event | Swift-E Service Fee |
|---|---|
| Original transmission | Charged at your account rate. |
| Resubmission after 1st rejection | No fee. |
| Resubmission after 2nd rejection | No fee. |
| Resubmission after 3rd rejection | No fee. |
| Resubmission after 4th rejection | Charged as a new submission; allowance resets. |
| Status | Treatment |
| Withdrawn before County acceptance | No County fees charged; any held amount is released to your wallet. Service fee treated under Section D. |
| Rejected by County | No County fees charged. Service fee treated under Section D. |
| Processing suspended by County | Charges remain pending until the County issues a final disposition. Reconciliation occurs on final status. |
| Voided by County after recording | County fees are generally not recoverable by Swift-E and must be pursued with the Clerk. Service fee is not refunded. |
Submit refund requests to [accountspayable@swifterecordingservices.com] with the following information:
Refund requests must be submitted within [90] days of the charge. We acknowledge requests within [2] business days and issue a determination within [10] business days. Approved refunds are credited to your Swift-E wallet by default; you may instead request return to the original payment method, subject to Section G.
Where a charge results from a defect, outage, or error in the Platform, Swift-E will refund the affected service fee in full and will bear the cost of correcting any resulting duplicate submission to the extent recoverable. This Section does not extend to County fees already remitted, which remain subject to Section E, and does not create liability for consequential damages, including recording-priority or lien-deadline consequences. Limitation of liability is governed by the Terms of Service.
Swift-E may update this Policy from time to time. The version in effect at the time of a charge governs that charge. Material changes will be posted on the Platform and, where practicable, communicated to account holders by email at least [15] days before taking effect. This Policy is governed by the laws of the State of Florida, without regard to conflict-of-law principles, with venue in St Lucie County, Florida.
